DHS Proposal to Expand Data Collected on Forms I-17 and I-20

In a notice published on September 3, 2025, DHS is requesting approval to significantly expand the data collected through Form I-17, Petition for Approval of School for Attendance by Nonimmigrant Student, and Form I-20, Certificate of Eligibility for Nonimmigrant (F–1 and M-1) Student Status.

On behalf of U-M, the International Center submitted this comment letter raising concerns about the administrative burden the proposal would impose, and the redundant or unnecessary data that would be required, as well as other challenges to these proposed revisions.

The IC will monitor this issue and make changes, if necessary, once a final proposal has been issued.
