On Thursday, August 28, 2025, the Department of Homeland Security (DHS) published a proposed rule in the Federal Register to end “duration of status” (D/S) for F and J nonimmigrants. Admission for “duration of status”(D/S) allows students and scholars in F or J immigration status to remain in the U.S. as long as their I-20 or DS-2019 is valid. The proposed rule would change the admission period for F and J nonimmigrants to a fixed period of time. F and J nonimmigrants who need additional time to complete their studies or exchange program would have to file a request to extend their status with the U.S. Citizenship and Immigration Services (USCIS).
Please note this is a proposed rule and will not become effective until the public has a chance to comment. DHS will review the comments and possibly revise the rule, then publish a final rule. (It is also possible for a proposed rule to be withdrawn.) The International Center is reviewing the proposed rule and plans to submit comments. We will monitor the rulemaking process and will inform the university community of any updates or changes. Once a final rule is published, we will provide information to students and scholars impacted by the rule and communicate with U-M departments so that appropriate actions can be taken.
