University of Michigan Comment on Exchange Visitor Program Proposed Rule

On July 30, 2026, the Department of State Exchange Visitor Program published a proposed rule titled Termination of Program Participation, Extension of Program and Reinstatement to Valid Program Status. The proposed rule, among other proposed changes, specifies circumstances which would mandate termination of the J-1 program by the sponsor or by the Department of State. The University of Michigan has submitted a comment letter expressing our concerns about some of the mandatory termination provisions, and recommending changes for inclusion in the final version of this rule.
