The letter of ineligibility is used for Michigan Driver's License, Michigan State ID, and ITIN (Individual Taxpayer Identification Number) applications by those not eligible for for a Social Security number (SSN). To request a “letter of ineligibility" (also known as a "denial letter" or Form SSA L-676):
- Complete and submit Social Security Administration's online application
- Select the “Apply for SSN for the first time” option
- Proceed with the application, as if you were applying for a SSN
- Write down the “Online Control Number” that appears after you submit your application
- As part of the application process, you will schedule an in-person appointment at the Social Security office
When it is time for your appointment, go to the Social Security Administration office located at 3971 Research Park Drive, Ann Arbor, MI 48108. You can enter Ann Arbor zip code (such as 48109) on the Social Security website for office hours, directions and a map to the office. To get to the Social Security office by public bus (AATA), take Bus #6 (free with M-Card) to Stop 513. (W Ellsworth Road at S Research Park Drive). The AATA web site describes the stop.
You will need to bring the following documents:
- Your passport
- F or J visa stamp (in your passport)
- Form I-94 printed from the I-94 Official Website
- Form I-20 or DS-2019
- Note that J-1 students and scholars are automatically eligible for a Social Security Number so should not apply for a letter of ineligibility
- Brief cover letter, including your name, address, and telephone number, stating that this request is for a letter of ineligibility (Form SSA L-676) needed to apply for a Michigan Driver’s license
The SSA Office will provide you with the SSN Denial Letter at the end of your visit.
You are required to have the Letter of Ineligibility in order to take the driver's license written test. The Letter of Ineligibility is valid for 60 days.
