On Friday, September 19, 2025, the Trump administration issued a Presidential Proclamation titled "Restriction on Entry of Certain Nonimmigrant Workers," affecting individuals in H-1B status. This Proclamation will take effect at 12:01 a.m. Eastern time on Sunday, September 21, 2025.

On Thursday, August 28, 2025, the Department of Homeland Security (DHS) published a proposed rule in the Federal Register to end “duration of status” (D/S) for F and J nonimmigrants. Admission for “duration of status”(D/S) allows students and scholars in F or J immigration status to remain in the U.S.
On Saturday, September 6, 2025, then again on October 10, 2025, the Department of State (DOS) issued an announcement, effective immediately, directing nonimmigrant applicants to schedule their visa appointment at a consular post in their country of citizenship or residence.

On July 25, 2025, the Department of State announced that, effective September 2, 2025, all applicants for a nonimmigrant visa, regardless of their age, will generally need to attend an in-person interview with a consular officer. Visa interview waivers will remain available in limited circumstances, as described in the Department of State announcement.
In most cases, international students and scholars have been able to enter the U.S. Port of Entry (POE) without delay after a primary (or basic) inspection. However, if the Customs and Border Protection (CBP) officer at the POE cannot quickly verify your eligibility for admission to the United States, you may be directed to an interview area known as “secondary inspection.”
It is now possible at most US embassies and consulates to make an appointment for an interview for an F or J visa. However, the expanded screening that is now required will lengthen the time between the visa interview and the issuance of the visa.
